Joseph M. McMullen - President

Principal Environmental Scientist


Mr. McMullen has over 35 years experience in environmental consulting, with over 30 years active experience in wetland study. His specific expertise in wetlands studies include wetland delineation; state and federal permitting; wetland creation planning; wetland construction, habitat restoration, and expert testimony. Mr. McMullen has been involved in over 500 wetland studies in New York. He also has project experience in the following technical areas: endangered plant species surveys, botanical assessments and vegetation/habitat mapping, aerial photograph interpretation, and ROW vegetation inventories and EIS preparation.

Bernard P. Carr - Vice President

Senior Environmental Scientist

Mr. Carr has over 20 years of experience in the fields of wetland science, botany, ornithology, and herpetology. He has conducted over 250 wetland investigations that included delineations, assessments of wetland functions, federal and state permit applications, mitigation plans, and monitoring.  Mr. Carr's technical experience includes preparing vegetation cover maps and descriptions; surveys of rare, threatened, and endangered plants; and breeding bird surveys.  He also has technical project experience with Phase 1 bog turtle surveys, terrestrial ecology, hazardous waste site assessment, EIS preparation, and wetland creation planning.


Donald L. Coogan, Jr. - Vice President

Senior Environmental Scientist

Mr. Coogan has over 22 years of experience conducting environmental studies for TES.  His primary area of experience is in wetland science. He has participated in over 300 wetland-related projects, including delineating wetlands; preparing wetland reports, impact assessments, permit applications and mitigation plans; assessing wetland functions; designing and planting wetland creation areas; and monitoring constructed wetlands. He also has technical project experience in ROW vegetation inventories, hazardous waste site assessments, terrestrial and aquatic ecology, and EIS preparation.


Stephen L. Sheridan

Associate Environmental Scientist

Mr. Sheridan has over 15 years of professional experience in the environmental field. He has participated in hundreds of environmental studies. His primary area of experience is wetlands, and he specializes in the design and construction of compensatory wetlands. Mr. Sheridan is experienced with GIS and has collected, edited, and managed data for small and large projects. His technical expertise includes the following areas wetland delineation, wetland design, preparing planting plans, construction monitoring, wetland permit preparation, water quality modeling, and GPS Utilization.


Bruce S. Workman

Associate Environmental Scientist

Mr. Workman has over 10 years of professional experience in environmental consulting. His background encompasses all phases of operation concerning civil/environmental engineering and environmental consulting firms. His primary area of expertise is wetland science, specializing in the design, hydrology, and construction of wetlands for mitigation purposes. Mr. Workman technical expertise includes: wetland delineation and permitting, computer modeling of environmental processes, stormwater management design and practices, erosion and sediment control design and field inspection, GPS Surveying, GIS Management and wetland creation and construction inspection.


Sarah L. Shute

Assistant Environmental Scientist

Ms. Shute has over eight years of experience in the fields of wildlife ecology, natural resource management, and wetland delineation. Ms. Shute is a USFWS qualified Phase 1 and Phase 2 bog turtle surveyor. Her primary areas of expertise are herpetology and ornithology, with a focus on threatened and endangered species. Ms. Shute has been involved in numerous wildlife studies throughout New York State. Her experience includes breeding and migratory bird surveys, amphibian call surveys, live-trapping studies, as well as habitat assessments and vegetation and wildlife inventories and all aspects of ArcGIS database creation and data analysis.


Philip R. Rizza

Assistant Environmental Scientist

Mr. Rizza has over 5 years active experience in wetland delineation, endangered species investigations, and Phase 1 and 2 bog turtle surveys. Mr. Rizza has been involved in wetland studies throughout New York.  He also has technical project experience with the endangered species surveys, botanical assessments and habitat mapping, aerial photograph interpretation, AutoCAD drawing creation, modification, and interpretation, and Garmin GPS Navigation and Point Mapping.


Megan M. Caves

Environmental Technician

Ms. Caves has over four years active experience in the environmental field with primary experience in wetland studies and endangered species investigations. Her project expertise includes endangered and threatened animal and plant species surveys, botanical assessments and vegetation and habitat mapping, bald eagle nest monitoring, and wetland mitigation monitoring.


Dawn Matzke

Administrative Assistant


Ms. Matzke has over 20 years experience in the secretarial field including 15 years at TES. Her expertise includes administrative assistant, technical typist, and figure preparation.


Rose Ann Geller-White

Bookkeeper


Ms. White has over 20 years experience in the accounting field. Ms. Geller-White technical expertise includes all billing and accounting functions for our office.
